Basic Values and Civic Education - A comparative analysis of adolescent orientations towards gender equality and good citizenship

In recent times, both academic and public interest in civic education has increased considerably. Far-reaching political, economical, social, and cultural changes have taken place around the world and given rise to a renewed interest in both the meaning of citizenship and citizenship education (Ichilov 2003: 637; Milner 2002:1). Likewise, human rights and human development have been given increased prominence in world affairs and global governance. In these developments, cultural values are assumed to play a key role, and a basic question concerns how the many contemporary social and cultural changes have affected people's understandings of citizenship, human rights, and human development. This paper will discuss a specific aspect of these relationships, which has to do with civic education for young people. For these analyses, two main theoretical perspectives will serve as a basis. One perspective investigates the role of values in human development, while the other concerns how values and civic orientations are transmitted to young people by political socialization and citizenship education...
